GREAT DECISIONS: WHO OWNS THE SKY? THE FUTURE OF U.S. SPACE POLICY Does the rapid expansion of satellites create long-term risks for global security and access to space? Should the United States lead efforts to establish international rules for satellite deployment and space traffic, even if those rules could limit American technological and military advantages? How can the U.S. balance commercial innovation, national security, and the growing threat of space debris? Can the United States cooperate with China and Russia to keep space safe while competing with them for dominance in this increasingly strategic frontier?
